Job Summary:
The Assistant Superintendent for Instruction and Staff Development administers, supervises and coordinates the program of instruction and staff development in the Penn Yan Central School District. The Assistant Superintendent works in conjunction with building principals and other administrators to create an environment that supports the continuous improvement of instruction and student achievement and to promote quality in all programs and services. The Assistant Superintendent reports directly to the Superintendent of Schools.
A. Improvement of Instruction
Coordinates a process of local instruction and curriculum development, implementation and evaluation.2Implements successful means to ensure the development and application of an articulated and coordinated scope and sequence in each content area K-12.
Establishes, promotes, coordinates and evaluates among building principals, other administrators and teachers dialogue that is focused on the improvement of instruction.
Promotes and facilitates teaching and learning practices that are innovative, research-based and educationally sound.
Participates in the formal observation and evaluation of instructional staff and related support staff.
Works with building principals and other administrators to coordinate the recruitment and selection of instructional staff and related support staff.
Promotes equity in all instructional programs and services.
Serves as the district liaison with the BOCES Regional Instructional Council.
Coordinates the district’s process for textbook review and selection.
Staff Development
Provides direction and leadership for staff development programs.
Promotes, coordinates and, in some cases, provides instruction for staff development and inservice courses within the district.
Coordinates Superintendent’s Conference Day activities.
Coordinates new staff orientation programs, training and support.
School Improvement Process
Provides leadership to building principals in developing building management team goals that are based on improvements in instruction and learning performance.
Facilitates building management team efforts by assisting them in obtaining resources, in using data to evaluate existing efforts and to formulate specific action plans for improvement.
Computer and Information Instruction
Coordinates and evaluates the integration of computer and information technology into curriculum and instruction.
Supervises instructional computer and information technology staff.
Coordinates the Computer Curriculum Corporation program.
Keeps current with technological trends related to education.
District Testing and Assessment
Coordinates the district’s testing and assessment programs.
Collects, analyzes and interprets student assessment data and uses such information to assist in diagnosing and prescribing measures to improve instruction and learning.
Coordinates the ordering, distribution and scoring of state and standardized tests.
Prepares the annual Comprehensive Assessment Report and presents it to the Superintendent of Schools and the Board of Education.
Researches new assessment trends and uses of data.
Department Chairs
Provides supervision and support among the department chairs by establishing and leading regular meetings.
Coordinates the development of department budgets to promote consistency with documented instructional and learning needs.
State and Federally Funded Instructional Programs
Facilitates ongoing communication within the district regarding the need for and the use of state and federal funds for the improvement of instruction.
Keeps current with state and federal requirements for compensatory education.
H. Other
Coordinates the student teacher program and approves the assignment of student teachers within the district.
Coordinates all legal requirements associated with families who are engaged in home instruction.
Coordinates the district’s services and budgets for students enrolled in non-public schools and serves as the district’s textbook loan officer.
Administers the district’s programs for continuing education.
Performs other duties assigned by the Superintendent of Schools.

Remains knowledgeable with current educational trends relevant to job duties and responsibilities through reading professional journals and attendance at workshops, conferences, conventions and other professional in-service and educational meetings on local, state or national levels.
Minimum Qualifications:
Successful experience as a teacher and as a building and/or district level administrator.
Successful experience with curriculum design, implementation and evaluation resulting in the improvement of instruction.
Successful experience as a staff developer.
Knowledgeable of current educational trends and with research relevant to the improvement of instruction and staff development.
Holds or is eligible for certification as a School District Administrator.
A Master’s Degree.
